The Paris Statement on Learning for an Inclusive Green Economy

As part of post COP21, a series of initiatives are launched to explore collaboration in different areas and at different level of actions. The “THE PARIS SUMMARY STATEMENT ON LEARNING FOR AN INCLUSIVE GREEN ECONOMY” is an initiative aimed to provide a set of guiding principles to support learning strategies and delivery mechanism as a reference framework for decision makers, learning institutions and professionals to refer to and apply in their work, covering multiple areas regarding de definition, design and implementation of action in Inclusive Green Economy Learning.

I was invited to take part in the launching event of this initiative and facilitate the participation of Climate KIC in this big network of institutions that support  the debate on the need of Inclusive Green Economy and Learning toward creation of bridges in the research-policy-practice continuum. The initiative promotes interdisciplinary, multi-sectoral and multi-level approaches to empower individuals, communities and societies toward achievement of the regional and national strategies related to low-carbon economy.

IMG_1966As coordinator  of Valencian coaching team in the Pioneers into Practice programme 2014 (Climate KIC), I have had the opportunity to explore the introduction of new practices to foster stakeholder collaboration on projects related to Climate Change issues. We got a very good attendance of firms, researchers and local government officers from Valencia region and Portugal.

My DPhil research project analyses the long term pathways of knowledge creation within and across a multilevel environmental governance system. Emphasis will be put in the strategies for pursuing energy security of supply and for supporting renewable industry in Spain by considering areas of technology development and environmental policy through networks articulation.
The study focuses on mechanism for knowledge creation as part of government and industry response to the current multilevel framework on energy and environment. In doing so, this research seeks to identify the major contributors to the emergent knowledge base, be they individuals, research organizations, governmental agencies or firms. Finally, it will analyze the reasons behind differences in performance among Spanish regions.
This research will try to identify key environmental policy and technology factors that contributed to the development of wind energy sector in Spain. Emphasis will be put in the implementation pattern of policy instruments that facilitated pathways to develop renewables energy regionally as well as the extent to which the recombination of existing knowledge and new forms of organization within and across the value chain affected emergent technological capacity.
Theoretically, the research seeks to contribute to the understanding of the development of an emergence sector among a multilevel governance context but putting particular emphasis on interaction and interdependences within and across areas of technical development and environmental policy. It also aims to get a better understanding of processes of adaptation and integration of polices (emanating from higher hierarchical levels) to local context as a strategic response to face new challenges and opportunities.

The Pioneers into Practice experience for professionals in Climate Change

The Pioneers into Practice (PIP) programme  seeks to offer a platform for policy makers and practitioners engaged in studying, designing and promoting day-to-day professional practices in business, government and research. Climate-KIC is one of three Knowledge and Innovation Communities (KICs) created in 2010 by the European Institute of Innovation and Technology (EIT). This community of European partners from the private, public and academic sectors, engages a broad spectrum of activities to offer new solutions for the realms of innovation, entrepreneurship and training.

I joined PIP in 2010 when it was just a pilot initiative and I discovered as a Pionner new forms of interaction between professional involved in environmental innovation. I became a Regional mentor in 2012 and since that moment I have applied different methodologies to foster group’s dynamics on exploring business and research ideas within a participatory environment. In 2014 as the Coordinator of regional coaches in Valencia, I have the challenge of designing activities, developing materials and guiding a team of professional coaches to encourage pioneers on thinking “out of the box” and applying Transition approach through an intensive and interactive process of professional upgrade.

The key element of the programme is upgrading multidisciplinary professional skills by opportunities and broadening the professional and institutional networks and among different knowledge fields and geographies. Participants explore visions of new low carbon scenarios and opportunities to innovate on diferent knowledge areas sush as transport, buildings, energy networks, water management but they also integrate professional capacities on organizational, technological, natural science, economics and many other fields.

 

The video bellow collects different perspective on the experience of Pioneers into Practice programme. This year we are organizing several activities to enhance the climate change community.

This paper was based in my first work in research. It is part of a large study on the Petrochemical – Plastic value change and it base in a series of interviews to firms of two mayor industrial districts. I got big lesson on research methods and fieldworks by doing this job but I also start to explore the concept of networks from a much applied perspective.

Reflexive governance and action research for local renewable energy policy in Spain

Innovation in process of policy design by reflexive governance and action research. The case of renewable energy policy in Pobla de Vallbona

The presentation aims to analyse the interaction experience of a multidisciplinary team in the formulation process of the renewable energy local normative. A set of different elements on the formulation process and the content of the normative will be analysed by exploring the concept of reflexive governance. For doing so, focus will be put in the search of agreement and consensus by considering different interpretation of innovation polices as public procurement for R&D and green procurement as well as more general concepts as governance, participation and decision making mechanisms. Finally key issues of action research approach will be described in term of the the role of local environments on the generation, exchange and knowledge transfer as key drivers for the design and implementation of environmental regulation.

The presentation is based in the participation of the authors in the project Mediterranean renewables energy ENERMED. The project seeks to bring coherence to Mediterranean regional policies on renewable energy for innovation and competitiveness. Our skills will contribute to understanding.

Regional Innovation Strategies (RIS) and competence-based training in Chile

Competence-based Postgraduate course  for policy officers on Innovation and Territory

Secretariat for Regional and Administrative Development (SUBDERE) Chile

In 2012-2013 I have the inspiring experience of being the coordinator of blended professional course for more than 80 academics and R&D regional officers of 14 Chilean regions. The main area of interest are regional system of innovation and policy instruments. The initiative was part of the Proyecto RED (2010-2013) by which the EU supported Chilean government and regions  to develop regional innovation polices through the use of the EU RIS methodology, currently Smart Specialization Strategies (RIS3).

Organization of intensive workshops designed with techniques to foster networking, collaboration and problem solving mechanism. With that respect, one of the most interesting challenge was the application of Dutch techniques to fostering dynamics among groups of participants from very different Chileans regions.
