Policy Incentives for the Creation of Knowledge: Methods and Evidence (PICK-ME)

The ongoing global economic crisis is seriously challenging advanced capitalistic economies. In the last year the GDP has fallen at dramatic rates, creating the conditions for the upsurge of unemployment, above all in areas characterized by specialization in mature industries. According to recent growth models and empirical evidence, innovation and knowledge creation represent the main factors able to improve the competitiveness and the long run perspectives of growth of countries. Yet, innovation and technology policies have mainly been designed by relying on a supply side perspective so as to affect the creation of knowledge by providing funds to carry out R&D activities and by enhancing education and training for researchers. However, a debate has recently emerged, about the need for grafting innovation and technology policies in a demand-oriented framework.

The aim of this project is to provide an original contribution to the ongoing debate, advancing the understanding of the mechanisms through which demand-based innovation policies may stimulate effective knowledge creation process, and eventually trigger competitiveness and productivity growth. To this purpose, the research activity will consist of both theoretical models and empirical analyses, the results of which should be able to inform the policy design process. We shall distinguish between public and private demand for both final and intermediate goods and services and will analyze their effects on the generation, diffusion and exploitation of technological knowledge by articulating the research activity on different dimensions (regional, sectoral and institutional). The research activity will be conducted by pursuing a great deal of multidisciplinarity and combining a number of diverse methodologies. The results of the analyses will in turn provide the basis upon which a taxonomy of demand-oriented technology policies may be elaborated.
Last and not least, my Dphil research project was the main input of the proposal for the study on Spanish wind energy sector included in PICK ME. Thus, the resulted project has provided an excellent academic environment to explore, validate and improve my research project.

The Pioneers into Practice experience for professionals in Climate Change

The Pioneers into Practice (PIP) programme  seeks to offer a platform for policy makers and practitioners engaged in studying, designing and promoting day-to-day professional practices in business, government and research. Climate-KIC is one of three Knowledge and Innovation Communities (KICs) created in 2010 by the European Institute of Innovation and Technology (EIT). This community of European partners from the private, public and academic sectors, engages a broad spectrum of activities to offer new solutions for the realms of innovation, entrepreneurship and training.

I joined PIP in 2010 when it was just a pilot initiative and I discovered as a Pionner new forms of interaction between professional involved in environmental innovation. I became a Regional mentor in 2012 and since that moment I have applied different methodologies to foster group’s dynamics on exploring business and research ideas within a participatory environment. In 2014 as the Coordinator of regional coaches in Valencia, I have the challenge of designing activities, developing materials and guiding a team of professional coaches to encourage pioneers on thinking “out of the box” and applying Transition approach through an intensive and interactive process of professional upgrade.

The key element of the programme is upgrading multidisciplinary professional skills by opportunities and broadening the professional and institutional networks and among different knowledge fields and geographies. Participants explore visions of new low carbon scenarios and opportunities to innovate on diferent knowledge areas sush as transport, buildings, energy networks, water management but they also integrate professional capacities on organizational, technological, natural science, economics and many other fields.

 

The video bellow collects different perspective on the experience of Pioneers into Practice programme. This year we are organizing several activities to enhance the climate change community.

This paper was based in my first work in research. It is part of a large study on the Petrochemical – Plastic value change and it base in a series of interviews to firms of two mayor industrial districts. I got big lesson on research methods and fieldworks by doing this job but I also start to explore the concept of networks from a much applied perspective.

Reflexive governance and action research for local renewable energy policy in Spain

Innovation in process of policy design by reflexive governance and action research. The case of renewable energy policy in Pobla de Vallbona

The presentation aims to analyse the interaction experience of a multidisciplinary team in the formulation process of the renewable energy local normative. A set of different elements on the formulation process and the content of the normative will be analysed by exploring the concept of reflexive governance. For doing so, focus will be put in the search of agreement and consensus by considering different interpretation of innovation polices as public procurement for R&D and green procurement as well as more general concepts as governance, participation and decision making mechanisms. Finally key issues of action research approach will be described in term of the the role of local environments on the generation, exchange and knowledge transfer as key drivers for the design and implementation of environmental regulation.

The presentation is based in the participation of the authors in the project Mediterranean renewables energy ENERMED. The project seeks to bring coherence to Mediterranean regional policies on renewable energy for innovation and competitiveness. Our skills will contribute to understanding.

This Paper was developed as part of the PICK ME project. It was the first exercise on discourse analysis by using Atlas.ti software. We have explored the discussion bettwen scientist, entrepreneurs and government official coming from a debate on system of innovation.

Methodologically, we applied interpretative repertoire to track the connection between different ideas and value systems. The paper reveals some interesting insight on the culture of innovation and the rationale behind the use of policy instruments to foster innovation but especially at regional level

I got fascinated with the definition of diversity explained by Andy Stirling and I tried to reframe my old ideas on transport system from a new socio technical point of view. It was my first paper in an international conference but also my first time explaining European approaches back In Argentina. Just small ideas and big experiences.

Regional Innovation Strategies (RIS) and competence-based training in Chile

In 2012-2013 I have the inspiring experience of being the coordinator of blended professional course for more than 80 academics and R&D regional officers of 14 Chilean regions. The main area of interest are regional system of innovation and policy instruments. The initiative was part of the Proyecto RED (2010-2013) by which the EU supported Chilean government and regions  to develop regional innovation polices through the use of the EU RIS methodology, currently Smart Specialization Strategies (RIS3).

Organization of intensive workshops designed with techniques to foster networking, collaboration and problem solving mechanism. With that respect, one of the most interesting challenge was the application of Dutch techniques to fostering dynamics among groups of participants from very different Chileans regions. UNFCC and Climate Change mitigation measures in Argentina

Second National Communication of the Argentina to the United Nation Convention for the Climate Change

The project was a mayor advance for Argentina in term of the design and evaluation of technological and non-technological measures to mitigate the effect of climate change. It was funded by the World Bank and supervised by experts of Intergovernmental Panel on Climate Change (IPCC) and delegates of United Nation Convention for the Climate Change (UNFCC).

This project was my first multidisciplinary experience. I joined multidisciplinary teams of architect, engineers, and geographers, GIS experts and sociologist to explore different projects and policy measures in two exiting areas: transport and energy efficiency in building. I have learnt a lot on methodologies for project evaluation and estimation of CO2 emissions but I also got a critical view of the economist in this kind of analysis.
The experience boosted my enthusiasm to learn more on multi-inter-trans and cross disciplinary studies on climate change. It was the seed and then, I started to think in Europe.
