Applying participatory process for supporting Regional Innovation Strategies (RIS) and competence-based training in Chile

Competence-based Postgraduate course  for policy officers on Innovation and Territory

Secretariat for Regional and Administrative Development (SUBDERE) Chile

In 2012-2013, I had the inspiring experience of coordinating a blended professional course for more than 80 academics and R&D regional officers of 14 Chilean regions. The main areas of interest are regional systems of innovation and policy instruments. The initiative was part of the Proyecto RED (2010-2013). The EU supported the Chilean government and regions to develop regional innovation policies using the EU RIS methodology Smart Specialization Strategies (RIS3).

Organization of intensive workshops designed with techniques to foster networking, collaboration and problem-solving mechanisms. With that respect, one of the most exciting challenges was the application of participatory process techniques to fostering dynamics among groups of participants from very different Chilean regions. Nice experience

Methodologies for national and regional statistics in Argentina

Survey and fieldwork methods  – National economic census 2004/2005 Argentina

During 2004-2005 I had the opportunity of join the National economic Census in Argentina. I was appointed as regional methodological chief for many different municipalities across the province of Buenos Aires, the biggest and richest region in Argentina.

Census regionsTwo of these municipalities were part of the biggest concentration of population in Argentina: Avellaneda and Lanus while the other were located in the south of Buenos Aires place of the most important agricultural activity.  This was a first experience on professional training but also as chief of a big team as I was in charge of the training of regional coordinators and regional trainers (i.e. methodological issues on gathering information, survey management and human resource recruitment and management) but also the methodological supervisor during all the project. Thousands of kilometres later, I had carried out selection process, training, coordination and supervision of more than 50 professionals who were at the same time in charge of more than 200 pollster. The experience was great and the results has changed the perception of the regional economy. (Here some results)

ABOUT ME

I am a sustainability and innovation policy expert, and my chief interest is in science, practice and policy interfaces by looking at governance, innovation and policy processes with a particular interest in sustainability transitions and territorial development. As a policy researcher and a system thinker, I am motivated to enable institutional change through innovation and capacity development processes across cultures and sectors.

As an enabler of science-policy-practice interfaces, I am committed to supporting the design and implementation of territorial development strategies in multi-stakeholder settings. I have 20+ years of relevant professional experience with interventions in more than 18 countries in Europe and South America. I have contributed to research projects on systemic innovation policy, natural resource-based innovation and developing indicators on innovation’s regional and industrial systems. I also have experience as an academic coordinator for professional education and postgraduate courses, as well as a consultant on innovation, regional policy, sustainability and energy efficiency issues for public and private organizations in Europe and South America.

Since March 2022, I have been developing science-policy interfaces at the Joint Research Centre of the European Commission. I am currently involved in a portfolio of projects covering place-based innovation perspectives on climate adaptation and industrial transformation as well as the development of novel approaches to apply foresight and sustainability transitions in policy making.  As founder and director of the Transitions Hub and Head of Strategic Research at  EIT Climate-KIC from 2015 until 2022, I managed the interplay between science and policy by orchestrating a project portfolio, including initiatives on applied research, learning, and knowledge management activities on sustainability transitions and institutional capacity-building. I have engaged in policy processes at multiple levels by facilitating co-creation for policy processes and enabled institutional change as part of inter-regional collaborations and cross-ministerial working teams as part of the EIT Regional Innovation Scheme, EU projects, contracts and technical assistance activities.

I have a background in economics (Argentina) and studies in Science and Technology for Sustainability at SPRU, University of Sussex (UK). I did my PhD while working as a research associate at the Institute of Innovation and Knowledge Management  INGENIO (CSIC-UPV) under an EU-sponsored project. I have done research stays at the Twente Centre for Studies in Technology and Sustainable Development – University of Twente Enschede (Netherlands) and the Manchester Institute of Innovation Research (MIoIR) – University of Manchester (UK). I have also been a research fellow at the Copernicus Institute for Sustainable Development – Utrecht University.

Regional business directory and economic demography

Conceptual and methodological proposal on a regional business directory for studies on economic demography

This working paper was drawn from an analysis of two main resources: the design and operation history directory companies “DIPUE system” and international experiences directories and business demographics. In this document the new model of Directory of Economic Units of the Province of Buenos Aires was proposed. It was aimed to improve the systematization of information, access to it and generate new statistical products for the public and private sector. Its content serves as basis for the preparation of the Procedures Manual and, in turn guide the planning of tasks to implement changes and any discussions on future applications, such as the Geographic Information Systems.

UNFCC and Climate Change mitigation measures in Argentina

Second National Communication of the Argentina to the United Nation Convention for the Climate Change

The project was a mayor advance for Argentina in term of the design and evaluation of technological and non-technological measures to mitigate the effect of climate change. It was funded by the World Bank and supervised by experts of Intergovernmental Panel on Climate Change (IPCC) and delegates of United Nation Convention for the Climate Change (UNFCC).

This project was my first multidisciplinary experience. I joined multidisciplinary teams of architect, engineers, and geographers, GIS experts and sociologist to explore different projects and policy measures in two exiting areas: transport and energy efficiency in building. I have learnt a lot on methodologies for project evaluation and estimation of CO2 emissions but I also got a critical view of the economist in this kind of analysis.
The experience boosted my enthusiasm to learn more on multi-inter-trans and cross disciplinary studies on climate change. It was the seed and then, I started to think in Europe.
